If government investment in economic development isn’t tied to job creation and performance, then it’s nothing but a promise that companies don’t have to keep, Gov. Mark Sanford’s Chief of Staff Scott English tells a Dutch Fork High class. “When we give money to businesses we have to tie it to performance,” English says. “There’s got to be something in it for the state.” That’s how we’ve changed the culture at the Department of Commerce, he adds.
