Richland County Councilman Seth Rose says he believes that South Carolina’s capital punishment prosecutions are not racially motivated for the simple reason that ultimately the decision to convict is placed in the hands of 12 jurors. A guilty decision by a jury, Rose tells a Midlands-area high school class, has to be unanimous if the individual is to be found guilty.
