When asked during an Oct. 21 meeting with Upstate grassroots leaders who’s driving the increases in spending, Harrell said that was a misnomer. “The budget’s actually smaller than it has been.” But when it was pointed out that the state’s overall budget for FY 2010-11 actually increased from the previous year, Harrell conceded that parts of the budget had actually increased.
